Well, it just sort of seems like... it's just a blue tinted screen. And don't ask me to make that constructive. I can barely see the watery effect. I don't DO tints and fogs and whatevers.

This tutorial will be getting an overhaul at some point in 2011.
I'm still experimenting with it currently, but the goal for it as of now is to work out how to make algae particles floating around.
Now excuse me, I'm off to cry in a corner because I suck at scripting.
