Is it okay to talk about RPG Maker XP here or get help with it, or is there an official forum for it? Or a good one that is active?

Short answer: No, this site is for RPG Maker VX discussion and submission only.
RPG Revolution and RPG Maker Resource Kit have RPG Maker XP sections for discussion and project submissions, if you'd like to check those out. -------------------- .: Current Project :.   |

Go to ones Kyriaki suggested, or wait for the official forums to go live, which will support XP. |
